Paul Rega, M.D., F.A.C.E.P. is an Adjunct Associate Professor of Public Health at MCO. For nearly thirty years he has been an emergency/flight physician with the ProMedica Health System and is licensed to practice in Ohio, Michigan, and Maryland. He is board-certified in both Emergency Medicine and Pediatric Emergency Medicine and has published extensively in peer-reviewed journals on topics as diverse as intraosseous infusions, heliox, and disaster medicine. In addition to these publications, Dr. Rega has authored Bio-Terry: A Stat Manual to Identify and Treat Diseases of Biological Terrorism and shortly will be published Chem-Terry: A Recognition and Response Guide for Agents of Chemical Terrorism. Formal educational endeavors have occurred over the years beginning with the University of Toledo Paramedic Program as its Medical Director and then with The University of Findlay Center for Terrorism Preparedness as its Medical Program Manager. Relevant to this proposal, Dr. Rega has been interested in Disaster Medicine since the early 1980's culminating in the founding of the OH-1 DMAT. The experiences garnered with a number of disaster deployments inspired a desire to improve disaster management methodology and education. This ultimately led to the founding of two companies, MASCAP, Inc (development of disaster-related products) and ERRATA-LLC (education/consultation in disaster/terrorism-related fields).

Paul has been involved with disaster drills in one way or the other for over twenty-five years. In my capacity as an emergency physician and as the Medical Director of the Disaster Committee at Toledo Hospital, I have been involved in countless functional and table-top disaster drills as a player, a planner, and an evaluator. Also, as the Medical Commander of OH-1 DMAT, I have been a player, planner, and evaluator of its functional drills that were conducted on at least an annual basis. These drills also involved interactions with pre-hospital agencies in Lucas County. In addition, I have planned and conducted functional drills for the Paramedic students at the University of Toledo. A unique experience was the functional anthrax drill that I co-created and evaluated at Fostoria Community Hospital that included not only hospital staff, but public health, the media, and pre-hospital responders. Finally, my most interesting experience with drills was the one Kelly Burkholder-Allen and I developed for the newly-created Taiwan DMAT several years ago.

Kelly Burkholder-Allen, RN, MSEd is a part-time contract Adjunct Assistant Professor of Public Health at MCO and has previously served as Supervisory Nurse Specialist and Deputy Commander of the OH-1 DMAT. Ms. Burkholder-Allen and has extensive experience as a clinical emergency responder, having deployed to numerous federally declared disasters and mass gathering consequence management events. Kelly has taught disaster management, emergency and terrorism preparedness to health care providers, first responders, and the lay public for more than a decade. She has developed and implemented curriculum for the BATELS, ACORNE, HARRT, and HEerT courses with Dr. Rega and Churton Budd that have been conducted extensively throughout the State of Ohio. In addition, she served as the Chair for the National Disaster Medical System's online training and education Functional Work Group, which currently provides online training and education for the 7,000 responders of NDMS as members of DMATs, VMATs, and DMORTs. Kelly and Dr. Rega collaborated on a Bioterrorism Poster that was funded by MIPT and distributed to all U.S. Emergency Departments. She will serve as a content expert and module instructor.

Churton Budd, RN, EMTP is a part-time contract Adjunct Instructor of Public Health at MCO, Deputy Commander of the TADMAT, and Systems Analyst at the MCO Information Systems department division of Clinical Informatics. He also works as needed in the Emergency Department as a nurse. Mr. Budd has been involved in Emergency Medical Services and a clinical responder since the early 1980s and currently is the Deputy Commander of the OH-1 DMAT he has previously served as the Administrative Officer and as Commander of the team. He lectures on topics of disaster management, information systems and how they relate to disaster medicine and serves as a resource for the MCO hospital's disaster planning. He has developed and implemented curriculum for the BATELS, ACORNE, HARRT, and HEerT courses with Dr. Rega and Ms. Kelly Burkholder-Allen that have been conducted extensively throughout the State of Ohio.

Churton has been involved with disaster drills and exercises through my experiences working in Emergency Medical Services and as an RN in the Emergency Department and in my role as Commander, Administrative Officer, or Deputy Commander of the OH-1 DMAT. As a consequence of my involvement in Disaster Medicine and serving on the Medical College of Ohio Disaster Committee and following 9/11 the President of MCO's Terrorism Task Force I was frequently requested to design a timeline / template and facilitate the presentation of disaster drills at MCO. Many of these drills were in conjunction with the county or city drills involving many agencies and facilities in the area and to meet the JCAHO requirement of MCO Hospital to have two drills or exercises a year. In the past, I have assisted in the development and production of tabletop or functional exercises for the MCO Paramedic Program, during courses taught to Medical Students at MCO and as part of the presentation of BATELS, HARRT and other courses. I have participated in two national Federal drills, CATEX2 and Steel Cure II in 1992.
